Thank you for your request received by Transport for London (TfL) on 20 March 2017 asking for information about overall traffic composition outside of Congestion Charge hours. I note that this is a follow on request from ref 1885-1617 responded to on 16 March 2017.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.
We understand that you are requesting a sample weeks’ worth of data Sunday to Saturday within the central Congestion charge zone with the full vehicle composition broken down by time of day.
Please see attached. The data we have supplied is for traffic entering the central London congestion charging zone. When we have compared the data from a traffic survey within central London and to traffic entering central London the proportions of vehicles in each mode type were remarkably similar. In the second attachment the data is broken down day by day for a single weeks sample in April this year. Typically the cameras at our CCZ cordon are unable to detect all vehicles, in the table to the left these are labelled as unknowns. Each vehicle type within the camera data is ascribed a mode attribute based on a look-up-table that has a combination of an extract from the DVLA database, TfL’s registration details of private hire vehicles and TfL’s registration details of buses. It remains our best view of the mode mix entering and within central London. In the tables to the right we apportion the unknowns to different vehicle groups to come up with an accurate assessment of total freight vehicles entering central London.
