You asked

Thank you for your request received by Transport for London (TfL) on 8 February 2022, asking for information about penalty charge notices (PCNs) issued for stopping in yellow box junctions.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:

•           How many penalty charge notices were issued to drivers for stopping in a yellow box junction in 2018/19, 2019/20, 2020/21?
•           Of this number, how many of these penalty charge notices for stopping in a yellow box junction were appealed against by drivers in 2018/19, 2019/20, 2020/21?
•           How many appeals were successful, resulting in the penalty charge notice for stopping in a yellow box junction being cancelled 2018/19, 2019/20, 2020/21?
•           How much revenue came from penalty charge notices issued to drivers for stopping in a yellow box junction in 2018/19, 2019/20 and 2020/21?

The table below details the number of penalties issued per calendar year from 2019 to 2021 along with the money received in payments towards these penalties. Please note PCNs aren’t always paid at once, sometimes they are paid in instalments.

In order to challenge a penalty the recipient must first submit a representation to TfL. If the representation is accepted the penalty is cancelled. If we reject the representation the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals. If the appeal is refused the penalty remains open, if it is allowed the penalty is cancelled.
