You asked

Good evening TFL, I wondered what your policy is in relation to your own emission reduction targets and commitment to net-zero with regards to private contractors working on TfL contracts. TfL, as I understand, has been set targets by the MoL to meet by 2030, but are emissions of contractors taken into account? If not, do you put pressure on contractors to reduce emissions where possible? I only ask as one of your biggest contractors, the FTA (Logistics UK), are going through the process of renewing their fleet of company cars for all drivers who work on the contract to inspect London buses, whereas they have previously offered hybrid vehicles, they now only offer diesel. I find this appalling and want to know what TfLs views are on this issue.

Thank you for your request received by us on 27 January 2022 asking for information about Transport for London’s policies for emission reduction targets.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.  I can confirm that we hold the information you require. You asked:

what your policy is in relation to your own emission reduction targets and commitment to net-zero with regards to private contractors working on TfL contracts. TfL, as I understand, has been set targets by the MoL to meet by 2030, but are emissions of contractors taken into account?

If not, do you put pressure on contractors to reduce emissions where possible? We can advise that we are in the process of developing a target for what is referred to as scope 3 emissions -  the indirect emissions from our suppliers - and are working to identify areas where we can best focus our reduction efforts, as detailed in Transport for London’s Corporate Environment Plan at: https://content.tfl.gov.uk/tfl-corporate-environment-plan-29-september-2021-acc.pdf

Nevertheless, we realise that there is certainly room for improvement and one of our targets include all cars in our support fleet to be zero emission by 2025, and vans by 2030. Additionally, from 2025, new contracts will require freight and servicing vehicles under 3.5 tonnes travelling to TfL buildings to be zero emission.

Our ambition in the long-term is also to convert our bus fleet and the vehicles used to support maintenance and operation of our transport network to zero emission and ensure the energy supplying those fleets is zero carbon.
