Thank you for your request received by Transport for London (TfL) on 30 November 2017 asking for information on Proposal 73 of the Mayor’s Draft Transport Strategy.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. You asked:
In Proposal 73 of his Draft Transport Strategy, the Mayor of London proposes "through TfL, to limit the overall number of private hire vehicles licensed for use in London to manage their contribution to overall congestion, particularly in central London".
Please provide an overview of:
1. The stakeholder consultation and feedback provided on Proposal 73
2. The likely policy that will be implemented by TfL
Following analysis of the consultation responses, the finalised Transport Strategy and Consultation Report will be published early in 2018 on the GLA website: https://www.london.gov.uk/.
Therefore in accordance with the FOI Act, TfL is not obliged to supply you with the information you have requested as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act. In this instance the exemption has been applied as the information you have requested is intended for future publication.
This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and to ensure that everybody has the opportunity to access this material at the same time.
