Thank you for your request received on 18 December 2018 asking for information about road bonds.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:

1. Please could you confirm the total number of road bonds called-in over the last 3 years for S278 and S38 agreements?

There have been zero road bonds called-in for s278 and s38 agreements.

3. Please could you provide an average value for bond provision for S278 and S38 agreements?

The estimated average bond value is £172,558.91 (based on records for 148 schemes).

4. Would you consider using the developer obtained tender value for calculating the bond provision for S278 and S38 agreements?

Yes, we use the developer-obtained tender value for calculating the bond provision for s278/s38 agreements.

2. Please could you confirm what are the individual elements that your Authority includes within their bond requirement for all highways work for S278 and S38 agreements?

5. Please could you confirm your inspection fee or percentage applicable relevant to the bond provision for S278 and S38 agreements?

With regard to the above two questions, if you could please clarify the information you are requesting. We are not sure what information you require in Q2, for Q5 we do not tend to charge an inspection fee for s278 agreements but are unsure what information you require.
