TfL Ref: EIR-2459-2425
Thank you for your request received by Transport for London (TfL) on 1st November 2024 asking for information about asbestos removal at Waterloo station.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.
Specifically you asked:
“We are instructed to act in defence of an asbestos related mesothelioma claim in which the claimant alleges suffering exposure to asbestos dust when he worked for about 2-3 months at Waterloo Station in the late 1980’s/early 1990’s, before the construction of the Eurostar. He recalls workers for the contractor at the time “Bovis” were removing Asbestolux sheets from walls and ceilings whilst he carried out his work. Please provide details of when this work was carried out and whether any safety precautions were taken when asbestolux sheeting was removed. Please also confirm whether asbestolux sheeting would have been in place by the late 1980’s/early 1990s and which company was hired to remove the asbestos.”
Our reading of your request is that the work in question related in some way to the construction of the Eurostar. If this is not correct please can you clarify, and provide details of what the work was and, in particular, what part of Waterloo station it related to. If the work was in connection with the Eurostar then we do not believe that Transport for London holds any such material, as construction of the Eurostar terminal at Waterloo would have been overseen by the National Rail provider rather than the London Underground, and the work was separated from London Underground premises. I would advise, therefore, that you approach Network Rail in the first instance. FOI requests to Network Rail can be made via its website here:

Please see the attached information sheet for details of your right to appeal.
