Thank you for your request received on 27 November 2017 asking for a copy of the London Underground Service Report for 24 November 2017.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

Please find the requested information attached. In accordance with the FOI Act, we have redacted information regarding a ‘person under train’ incident that occurred on the network on that day. We are not obliged to supply this information as it is subject to a statutory exemption to the right of access to information under section 38(1)(a).

In this instance the exemption has been applied as disclosure of this information, combined with other information already in the public domain, could create a ‘mosaic effect’ that could encourage further suicide attempts at particular stations by revealing which stations have already had the most attempts. This risks endangering the health and safety of both staff and passengers.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, but in this instance, ensuring the protection of passengers and staff puts the balance in favour of withholding the information.
