I want Rolling stock diagrams for TFL services from London Paddington to Reading [follows on from case ref 2040-1920]. Also can I amend my request to also get rolling stock diagrams for the following . TFL Rail service from Paddington to Heathrow . TFL Rail from Liverpool street to Shenfield. All london underground services Please could I have the current ones (till Dec 2019) and the ones from the next timetable change all information is great.

Thank you for your request of 11th November 2019 asking for London Underground and TfL Rail train diagrams.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I can confirm that we hold the information you require. However, it is exempt from disclosure under section 38(1) of the Freedom of Information Act, the exemption relating to Health and Safety. The use of this exemption in relation to similar information was considered previously by the Information Commissioner in Decision Notice FS50607218 (https://ico.org.uk/media/action-weve-taken/decision-notices/2016/1623759/fs50607218.pdf). The Commissioner upheld both the application of the exemption and the balance of the public interest. We consider the same arguments apply to your request.

Note that disclosures made under the FOI Act are deemed to be to the world at large rather than to the individual applicant. Whilst we make no suggestion that you would use this information for anything other than your own personal interests, it could be used by individuals who wish to cause harm or disruption to our customers, staff and network. Whilst similar information may have been disclosed in the past in response to FOI requests, the decision to withhold information which could be used on its own or in conjunction with other material to cause harm and disruption across any transport operator was made following a security review of information. In light of the current threat levels in the UK,  the public interest in protecting individuals and infrastructure is very high and our upmost priority. Whilst we recognise that there are individual and personal interests in understanding the workings of the transport network, we do not believe there is a wider public interest in the disclosure of this exact information.
