[Southwark Council - Information request Our reference: 1111205] Which asked for a) Details of the "Lower Road two-way working ~ Traffic Flows" shown on the map provided at https://consultations.southwark.gov.uk/planning-and-regeneration/lower-road/user_uploads/lower-road-traffic-flows.pdf I know from you that "The council with TfL have undertaken extensive design and modelling of the Local highway network to support changes to the Lower Road gyratory system which has recently been the subject of public consultation". That consultation was called the Rotherhithe Movement Plan and residents are still trying to understand the key PCU traffic flow diagram "lower-road-traffic-flows.pdf" "Lower Road two-way working ~ Traffic Flows" published by Southwark Council. Southwark Council responded to reference: 1111205 "Figures are PCU, the figures are from TfL who will hold the figures." a) Do you hold the figures for diagram "Lower Road two-way working ~ Traffic Flows" Southwark Council say you hold? b) Can you info me how the PCU figures were calculated for diagram "Lower Road two-way working ~ Traffic Flows"? How many cars, buses, cyclists etc were used to produced each PCU figure etc? c) What year was traffic counted / observed to produce the PCUs? d) Is each PCU figure on the diagram for an hour? So to get the proposed 24 hour PCU for a particular labelled location on the diagramme I need to multiply by 24? For example, 1800 x 24 or 43,200 PCU, equivalent to 43,200 motor cars. Or can you provide me with a breakdown how the PCUs were calculated over a 24 hour period? Flows are likely to vary over a 24 hour period and by day and by time of year etc. Anne Crane TfL Spatial Planning Area Manager may be able to assist with this request. This request is in the public interest because Southwark Council has policy not to increase through traffic along residential streets. There is a climate emergency, and a health emergency and residents do not want more polluting traffic driving past their homes. There are also Mayor of London policies, UK policies and EU policies. DFT counts show 21,922 motor vehicles already using Rotherhithe Old Road and British Land April 2018 observed counts cohere well with published DFT data. Residents need to understand the "Lower Road two-way working ~ Traffic Flows" PCU statistics to comment on them. They are easily misunderstood as motor traffic counts. Understanding what kinds of traffic comprises the PCU calculation will help us all know more about affect on pollution and noise etc. It is fair and reasonable for residents affected by TfL / Southwark Council to plans to know how many motor vehicles are likely to be driving past their home in a 24 hour period. Dust, particles (including plastics and from brakes), exhaust emissions and other traffic pollution are very harmful to babies, children, adults, pets and our environment.
