Yunex ULEZ Cameras

Request ID: FOI-2394-2324
Date published: 26 October 2023

You asked

As TFL have selected Yunex traffic UK to supply and install their ULEZ cameras, can you provide any information on what processes and due diligence was performed by TFL and it's partner(s) to ensure that the cameras, the components within them and associated systems are free from vulnerabilities and are not breaching any data protection statutes by the collection and transmission of data to unauthorised parties. For example, what processes have been performed to ensure that specific embedded hardware within the cameras or associated systems are not covertly collecting data and passing this data onto an external, unauthorised, party.

We answered

Our Ref:         FOI-2394-2324

Thank you for your request received on 5 October 2023 asking for information about the Ultra Low Emission Zone (ULEZ) cameras.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy. I can confirm that we do hold the information you require.

The Automatic Number Plate Recognition (ANPR) cameras used for all of our Road User Charging schemes - including for the forthcoming expansion of ULEZ - are supplied by Yunex Traffic UK. We can confirm that the key components are made in Germany, Taiwan, and Japan and that the cameras are assembled in the UK. The cameras are not capable of facial recognition.

ANPR cameras have been used to enforce Road User Charging schemes such as the Congestion Charge, Low Emission Zone and ULEZ in central and inner London for many years. TfL has completed Data Protection Impact Assessments (DPIAs) of the expansion of ULEZ which took place in 2021 and of the forthcoming expansion in August 2023 which set out how we minimise data collection from ANPR cameras, how data will be used and how we keep it secure. More information in this regard - including copies of the DPIAs referred to above - can be found on our website:
If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal.

Yours sincerely
