You asked

Living in Islington, I would receive a reduction in congestion zone rates as I live and park in the area. It has come to my attention that you have frozen requests for new residents permits for a reduction/waive from the congestion charge. I have been told that this is due to covid. Could you please supply me with all information pertaining to this decision - decision notices, confirmation, meeting minutes and the explanation behind this. During Covid seems a crazy time to halt new residents permits - particularly as accounts cannot transfer over when someone sadly dies.

These documents explain the process followed and the considerations given in making the decision. The changes will be kept under review by TfL to ensure their continued effectiveness in light of the changing response to the pandemic.
