I could not see on your website where you had published the air quality assessment report and other environmental impact reports that your Cycling Commissioner promised to be published with the Notting Hill Gate-Wood lane consultation response analysis. Can you please direct me to where you have posted them on your site? Otherwise, please provide me with these documents per this Freedom of Information Act request.

Thank you for your request received on 6 November 2019 asking for air quality assessment reports.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our Information Access Policy. I can confirm we do hold the information you requested. You asked:

I could not see on your website where you had published the air quality assessment report and other environmental impact reports that your Cycling Commissioner promised to be published with the Notting Hill Gate-Wood lane consultation response analysis. Can you please direct me to where you have posted them on your site? Otherwise, please provide me with these documents per this Freedom of Information Act request.

Please find attached a copy of the report you requested. Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by Regulation 13 of the EIR. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

We explained in our Consultation Report (available from our website) that based on current levels of mode share, the assessments we have provided to you indicate that noise and air quality are not expected to change significantly with our proposed scheme. We hope that enabling more journeys to be made on foot or by bike will encourage people to choose more sustainable modes of transport in the area.

We have developed a series of improvements that could be made to our proposals in Kensington & Chelsea, and which we believe would satisfy and resolve the concerns that some people had with our proposals. We have had initial discussions with the Royal Borough of Kensington and Chelsea (RBKC) about these improvements, and intend to discuss them with key local stakeholder groups. No decisions have yet been made on whether our proposals with these improvements incorporated could be introduced within the RBKC, and discussions will continue with RBKC and local stakeholders.
