Infrastructure Upgrade and Interim Speed Limit Reduction

I write in connection to the existing interim speed limit reduction placed on the A232 Croydon Flyover on or about 30 January 2020. During the initial consultation, TfL told local residents that the speed reduction from 40mph to 30mph was a necessary and “interim” measure pending the installation of improved street lighting on the road which was to be in place by Spring 2021. Upon the completion of the upgrade, TfL stated that the imposed interim speed limit was to be reviewed in consultation with local residents and be restored to the previous limit once deemed safe to do so. As we approach 2023, I now accordingly make the following freedom of information request from TfL: 1) Were any of the promised improvement works carried out on the street lighting on the A232 Croydon Flyover? If not, what were the reasons for not doing so? 2) And if improvement works were carried out, was the promised consultation on the speed limit carried out with members of the local community? If not, what were the reasons for not doing so?

Thank you for your request received by Transport for London (TfL) on 13 December 2022, asking for information about the A232 Croydon Flyover.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You specifically asked:

1) Were any of the promised improvement works carried out on the street lighting on the A232 Croydon Flyover? If not, what were the reasons for not doing so?

The lighting has not been upgraded as it is pending on the overall flyover upgrade works. The lowering of the speed limit was initially implemented due to safety concerns and will remain in place for the foreseeable future.

2) And if improvement works were carried out, was the promised consultation on the speed limit carried out with members of the local community? If not, what were the reasons for not doing so?

We carried out local engagement on our lowering speed limits plans.
