FOI request detail

Congestion charges for embassies

Request ID: FOI-2323-2223
Date published: 03 January 2023

You asked

I did ask for the list of TFL and London mayoral office employees, just their initials, postcode where they live and the registration of their vehicles…need to check if every employee of Mr Khan pay these charges daily or are exempt. This I am asking under F.O.I. act. Also, you mention that the charges for CC were sent to the embassy…can you send me a list of charges you send out to each, and every embassy located in London?

We answered

TfL Ref: FOI-2323-2223

Thank you for your request which we received on 7 December 2022 asking for information about the Congestion Charge.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.  You specifically asked:

There is no discount or exemption for any of our charging schemes on the basis that someone is employed by the Mayor’s office or TfL.

In any case, in accordance with our obligations under the Data Protection legislation, information about employees’ postal codes and their vehicles, would be exempt from disclosure under section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

Also, you mention that the charges for CC were sent to the embassy…can you send me a list of charges you send out to each, and every embassy located in London?
