Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we hold some of the information you require. You asked:
How many vehicles have been fined with PCNs since the 25 October? How many vehicles have had to pay the daily £12.50 charge for travelling within the ULEZ zone?
The information relating to the first month of operation of the expanded Ultra Low Emission Zone (ULEZ), including information on vehicle numbers, compliance levels, charge payments, warning notices and penalty charge notices, is provided in the GLA’s ‘Expanded Ultra Low Emission Zone - First Month Report’ available at here.
Has the number of vehicles travelling within the ULEZ zone decreased since the 25 October, and if so, by how much?
Please refer to the aforementioned ULEZ report (Page 3) that states ‘On an average weekday there were 11,000 fewer vehicles driving each day in the zone. This is a 1 per cent reduction, although it will take more time for traffic patterns post launch to fully emerge’.
Has the number of people using public transport increased since the 25 October?

It should be noted the rise of Covid-19 variant Omicron has meant that travel demand on our network has gone up and down in the recent weeks, therefore it’s not entirely possible to make an accurate analysis.
Has the London Assembly monitored changes in air pollution levels since the 25 October and if so what are these changes?
The London Assembly do not monitor air pollution. The bulk of air quality monitoring in London is done by the individual London boroughs, under the broad umbrella of the London Air Quality Network (LAQN). This data is publicly available via the LAQN website here. However, as they are high quality scientific results, there is a delay between the date of the measurements and them being published.
