Thank you for your emails received by us on 10 November 2017 asking for information about the issuing of Penalty Charge Notices (PCNs).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked for:
PCNs issued on the A22 between Garston Lane and Riddlesdown Road 15/16/17
Under the Freedom of Information Act I would like to know how many PCNs have been issued along this stretch of road and how much revenue has been raised in 2015/2016 and 2017. I would also like to know how many of these PCNs have been contested and how many of these were successful in being contested.
I can advise that Red Route enforcement on the A22 Godstone Road in the London Borough of Croydon is undertaken by on-street Metropolitan Police Service officers who patrol the Red Route and issue PCNs on behalf of Transport for London (TfL). PCNs issued on-street are affixed to the vehicle and display only the name of the road where the contravention occurred. We can only provide information about PCNs issued since transitioning to a new database system in June 2015. This is because further details about the location of the contravention, such as the street number or nearest junction are entered in the notes section of the officers’ handheld units, which were not migrated to our new system.
Between 15 June 2015 and 30 October 2017, we issued 60 PCNs to vehicles contravening red route restrictions on the stretch of Godstone Road between its junctions with Garston Lane and Riddlesdown Road. As of 28 November 2017, we have received representations against 23 of those PCNs. Three of the PCNs have been cancelled because we accepted the representations. A further three PCNs were cancelled following an appeal to the independent Adjudicator at London Tribunals.
The value of payments received as of 28 November 2017 is £2,860.00
