Thank you for your email received on 10 December 2017 asking for information about the new Emissions Surcharge, also known as the 'T-Charge.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we hold the information you require. You asked for:

How many vehicles were registered entering the T/C-charge zone and WERE liable to pay the T-Charge between:
• 23rd October and 27th October 2017 (inclusive)?
• 30th October and 3rd November 2017 (inclusive)?

How many vehicles paid the T-Charge for entering the zone between:
• 23rd October and 27th October 2017 (inclusive)?
• 30th October and 3rd November 2017 (inclusive)?

How many penalty charge notices were issued for non-payment of the T-Charge between:

We are not obliged under the EIR to supply this information as it is subject to a statutory exception to the right of access to information under Regulation 12(4)(d), which provides that a public authority may refuse to disclose information to the extent that a request for it relates to material which is in the course of completion, to unfinished documents or to incomplete data.
