Thank you for your email received on 10 December 2017 asking for information about the new Emissions Surcharge, also known as the 'T-Charge.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we hold the information you require. You asked for:

How many vehicles were registered entering the T/C-charge zone and WERE liable to pay the T-Charge between:
• 23rd October and 27th October 2017 (inclusive)?
• 30th October and 3rd November 2017 (inclusive)?

How many vehicles paid the T-Charge for entering the zone between:
• 23rd October and 27th October 2017 (inclusive)?
• 30th October and 3rd November 2017 (inclusive)?

How many penalty charge notices were issued for non-payment of the T-Charge between:
• 23rd October and 27th October 2017 (inclusive)?
• 30th October and 3rd November 2017 (inclusive)?

What date was the TfL online vehicle checker put live so that people could find out if their vehicles are compliant with T-charge emission standards?

How many checks have been carried out via the TfL online vehicle checker since the launch date?

We are not obliged under the EIR to supply this information as it is subject to a statutory exception to the right of access to information under Regulation 12(4)(d), which provides that a public authority may refuse to disclose information to the extent that a request for it relates to material which is in the course of completion, to unfinished documents or to incomplete data.

This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
