Turing House School bus services

You asked

Turing House School that is currently in two split sites in Teddington and Hampton will be relocating to Whitton near the end of 2021. (1) What date have you been given as the provisional opening date, and will the new services be fully or partially in place for then? (2) What will the increased bus provision envisaged to be - can you specify the changes you are planning on making in the first year, either in draft of finalised form? (3) How do you plan to step up the service as the school increases its PAN? to full capacity? (4) What plans, if any to install bus shelters or move the bus stops either side of the school (481 bus route Montrose Avenue & Vincam Close bus stops) (4) Can we have copies of all emails and minute notes held with Richmond Council, and the Department for Education about bus transport and the level of subsidies they are paying from July 2018 onwards (since my earlier FOI on bus services).

Thank you for your request received by Transport for London (TfL) on 2 February 2021, asking for information about Turing House School bus service.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked:

(1) What date have you been given as the provisional opening date, and will the new services be fully or partially in place for then?

We do not have a provisional opening date at the Hospital Bridge Road site yet. All official information on timescales is available at https://www.turinghouseschool.org.uk/site.php

(2) What will the increased bus provision envisaged to be - can you specify the changes you are planning on making in the first year, either in draft of finalised form?

In the first year the plan formulated was to introduce two return journeys on route 111 and three double deck return journeys on route 481 if the main allocation remained single deck, or two return journeys if the route was converted to double deck operation. However, it is important to note the plan was formulated prior to the Covid-19 pandemic and the final version of the Richmond, Twickenham and Whitton scheme is to be subject to change.

(3) How do you plan to step up the service as the school increases its PAN? to full capacity?

Year 2, 3 and 4 – a third return journey on route 111.

Year 5 – a forth double deck return journey on route 481 if the main allocation remained single deck, or a third return journey if the route is converted to double deck operation.

(4) What plans, if any to install bus shelters or move the bus stops either side of the school

 (481 bus route Montrose Avenue & Vincam Close bus stops)

We are not aware that there were any proposals to install bus shelters or move stops.

(5) Can we have copies of all emails and minute notes held with Richmond Council, and the Department for Education about bus transport and the level of subsidies they are paying from July 2018 onwards (since my earlier FOI on bus services).

Please find attached the bus related emails and an advise letter from the meeting which details everything that was discussed. Attached are also TfL pre-app letters and detailed comments to the borough on the planning application which detail the level of bus contribution required. 

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
