Thank you for your request received by Transport for London (TfL) on 30 January 2021, asking for information about cycling data.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked:

That is:

  • Number of journeys by cycling in Inner London and number of journeys by cycling in Outer London for each of 2019 and 2020 (and, if the data is so collated, broken down by borough).
  • Number of total journeys by all modes of transport in Inner London and number of total journeys by all modes of transport in Outer London for each of 2019 and 2020 (and, if the data is so collated, broken down by borough).

The tweet in question refers to this press release. At the bottom of that release there is a link to the website where the data quoted is stored in its most disaggregate form available, under the “CycleCountsProgramme” folder. On that same folder there is a file called "X - Count sites list" which includes metadata for each of the count locations by their unique ID. This includes among others their central/inner/outer status (which points towards the right spreadsheet to use) as well as the borough and UK grid coordinates. So you can break the data down by borough.

Please note the “inner” and “outer” London definitions used in this dataset and quoted in the press release do not coincide with the definitions used in the GLA (which split whole boroughs in each of these categories), but are a functional classification based on the road network (details are provided on the cover page of the relevant spreadsheets on that website). The data is not of “cycling journeys” but “counted cycles” across a section of road.

Regarding your last point about journeys by all modes, this information can be found in the Travel in London Report 13, which has all the information we hold about journeys by mode and, where available, by borough.
