Thank you for your email which we received on 19 September 2023, asking for information about the Ultra-Low Emission Zone (ULEZ).
Your request has been considered in accordance with the requirements of the Freedom of Information Act (FOIA) and our information access policy. You asked:
I am requesting how much the unpaid ULEZ fines are since the expansion/infliction on the everyday driver. Obviously not for Tfl or mayors vehicles as they are exempt.
TfL reserved the right to use discretion to issue warning letters instead of penalty charge notices (PCNs) to non-compliant vehicles being driven in the zone without payment of the daily charge, between 29 August and 25 September. Therefore no PCNs were issued during the first month of operation of the expanded zone.
Information on the issue of PCNs thereafter, is intended for future publication on our website, when we report later this year on the first month of operation of the expanded zone.
In accordance with the FOI Act, TfL is not obliged to supply you with the information you have requested as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act. In this instance the exemption has been applied as some of the information you have requested is intended for future publication.
Please note vehicles operated by TfL and the Mayor’s office are not exempt from the ULEZ and must meet the same emissions standards in order to be driven in the ULEZ without paying the daily charge.
