You asked

Dear TFL Governance Pursuant to The Freedom of Information Act 2000. I would be grateful if you could please send me copies of the following; 1) Asbestos surveys at Euston Station in 2005 – 2006 including the test results of airborne fibres. 2) Any notes which detail the repair works which had to be carried out at Euston Station following the terrorist incident in July 2005. 3) Copies of the following archive records; 4) Please send across any documents, and reports which detail the asbestos containing materials located in the stations on the Northern Line, particularly Euston station, King’s Cross, Charing Cross, and Morden Depot.

Thank you for your request received by Transport for London (TfL) on 25 November 2022 asking for information about asbestos surveys.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and TfL’s information access policy. I can confirm TfL does hold the information you require.

However, given the extent of the information you are looking for, we are applying Regulation 12(4)(b) as we believe that the request is ‘manifestly unreasonable’ because providing the information you have requested would impose unreasonable costs on us and require an unreasonable diversion of resources.

You have requested ‘any documents, and reports which detail the asbestos containing materials located in the stations on the Northern Line, particularly Euston station, King’s Cross, Charing Cross, and Morden Depot’. This question is extremely broad, covering the entire Northern line, and for an unspecified timeframe. To answer this would take an excessive amount of staff time and resources.

The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote accountability and transparency in public services and also help address your particular concerns about this issue. However, the time it would take to provide the information you have requested would divert a disproportionate amount of our resources from its core functions and on balance we consider that the public interest currently favours the use of the exception.

We will consider your request again, if you are able to narrow its scope so that we can more easily locate, retrieve and extract the information you are seeking. I understand that our Corporate Archives have responded to you separately in response to 3) of your request.
