Risk assessments conducted for tube drivers filming for YouTube

Request ID: FOI-2144-2425
Date published: 01 November 2024

You asked

Hello there, There is a London Underground train (tube) driver, whom drives on the Piccadilly Line, who films himself whilst driving London Underground services and uploads this video content to YouTube. He films within the driving cab, both looking forward at the track ahead and looking inward to the driving cab to capture himself talking to the camera. Additionally, he also films whilst walking around various pieces of London Underground infrastructure, such as stations, sidings, depots and trains. I would request two groups of information: 1. A copy of any and all risk assessments that have been conducted by London Underground management relating to these activities, particularly any risk assessments that assess whether the safety of passengers using the London Underground network is compromised by these filming activities. 2. A copy of any mobile personal electronic device usage policies that apply to London Underground train (tube) drivers. As it may help you locate the information requested, the URL of the YouTube channel in question is: https://www.youtube.com/@dalecharmantravels8057 Kind regards

Our ref: FOI-2144-2425

Thank you for your request received by Transport for London (TfL) on 05 October 2024 asking for information about Tube drivers filming for YouTube.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.

I can confirm that we do hold the information you require. You asked:

We do not hold a risk assessment as our guidance explicitly states that no electronic devices should be used in train cabs. Filming content on personal devices such as mobile phones and GoPros would fall under this guidance.

Please find attached the requested information. Page 7 of the ‘Train Operator CMS (Competency Management System) Standards’ clearly prohibits the use of personal mobile phones in the driver’s cab. This guidance is reiterated in bulletins which are used by management to remind train drivers of the risks involved in using electronic devices in the train cab.

If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.

Yours sincerely,
