Thank you for your request received by Transport for London (TfL) on 05 October 2024 asking for information about Tube drivers filming for YouTube.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
I can confirm that we do hold the information you require. You asked:
A copy of any and all risk assessments that have been conducted by London Underground management relating to these activities, particularly any risk assessments that assess whether the safety of passengers using the London Underground network is compromised by these filming activities.
A copy of any mobile personal electronic device usage policies that apply to London Underground train (tube) drivers.
We do not hold a risk assessment as our guidance explicitly states that no electronic devices should be used in train cabs. Filming content on personal devices such as mobile phones and GoPros would fall under this guidance.
Please find attached the requested information. Page 7 of the ‘Train Operator CMS (Competency Management System) Standards’ clearly prohibits the use of personal mobile phones in the driver’s cab. This guidance is reiterated in bulletins which are used by management to remind train drivers of the risks involved in using electronic devices in the train cab.
