Please may I request the following information under Environmental Information Regulations in relation to the proposals relating to a new pedestrian crossings on the A2 at Blackheath Hill.

Thank you for your request received by Transport for London (TfL) on 8 September 2023 asking for information about the A2 at Blackheath Hill.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. You asked for:
the following information under Environmental Information Regulations in relation to the proposals relating to a new pedestrian crossings on the A2 at Blackheath Hill.
Any modelling of the traffic impacts such as congestion and road safety impacts of the alternative options including pedestrian crossings on every arm of the junction.
In regards to traffic modelling in this vicinity, we can advise that the testing we use is based on an uncalibrated/validated model and is for reference purposes only - to help understand the likely relative impacts of various highway factors such as traffic, congestion and so on.
The ONE model indicative test, as referenced on page 70 of TfL’s Traffic Modelling Guidelines at: https://content.tfl.gov.uk/traffic-modelling-guidelines.pdf is undertaken as a precursor to a full operational study if significant assignment response is demonstrated. This is part of our approach to triage operational modelling tasks in order to better utilise resource and prioritise workflow. However, we can advise that the modelling report and outcomes are subject to an exception from disclosure in accordance with Regulation 12(4)(d) which applies to information which is still in the course of completion, unfinished documents or incomplete data.
The modelling study we hold is, by definition, unfinished and therefore we consider the exception to be engaged.
The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote transparency and also help address your particular interest about this area.
However, on balance, we consider that the public interest is already suitably satisfied by the future publication of this consultation outcome which will become available for consideration and scrutiny as applicable, via the following link to our website here:https://haveyoursay.tfl.gov.uk/a2-greenwich-south-street Release of incomplete information would prejudice our ability to develop, challenge and refine proposals in a safe space before submitting them to public scrutiny and we do not consider that the public interest is best served by this and therefore favours the use of the exception.
