I am writing to TFL to ask about the percentage breakdown of the time in which Uber taxis are on the road and are driving with passengers on board, versus the percentage of time UBER drivers are on the road without any passengers? This is increasingly important as congestion and pollution increase as it does not make sense for a large number of UBERs to be driving around empty and therefore numbers of UBER's should be balanced against demand for the benefit of the environment and traffic flow.
