Dear TFL please provide me information regarding the ticketing of cars on Camden High Street, specifically; 1) Number of vehicles that were ticketed between the hours of 8.00am to 19.00pm with a valid blue badge on display and paid a fine. What is the entire cost of processing the ticket and the income of fines. 2) Number of vehicles that were ticketed between the hours of 8.00am to 19.00pm who had a valid blue bade in the window and were registered with TFL who challenged a ticket and had the ticket cancelled. What was the entire cost of administering the ticket and cancelling the ticket. 3) Number of vehicles that were ticketed between the hours of 8.00am to 19.00pm who had a valid blue bade in the window and were not registered with TFL who challenged a ticket and had the ticket cancelled. What is the value of processing the ticket and cancelling the ticket please? 4) how many vehicles with a blue badge between the hours of 8:00am and 19:00pm who had a blue badge and were in either of 1,2,3 above had the same number plate? 5) Provide costs resource (staff and automotive costs for administering and facilitating responses ) for questions (1) (2) (3) for finance years 19/20 & 20/21.

Thank you for your request received by us on 7 January 2021 asking for information about the ticketing of cars on Camden High Street, north London.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked for:

information regarding the ticketing of cars on Camden High Street, specifically;

Number of vehicles that were ticketed between the hours of 8.00am to 19.00pm with a valid blue badge on display and paid a fine.

Vehicles displaying a valid Blue Badge can sometimes park where others cannot. We provide a number of these additional parking options for Blue Badge holders across our red route network, including on Camden High Street. At these locations, however, drivers can only park if the Blue Badge is clearly displayed. If a Blue Badge is not displayed, or if a vehicle is stopped outside the permitted times, we may issue a Penalty Charge Notice (PCN). Unfortunately, to provide the information you have requested for the above question would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

This is because we would need to manually check the images associated with all relevant PCNs to establish if a Blue Badge is visible, which we estimate would take an average of two minutes per PCN. We have conducted a preliminary search of our records and found that of more than 10,500 PCNs issued for parking contraventions on Camden High Street during the financial year of 2019/20, approximately 7,000 of those PCNs have been paid. Due to the general nature of red route restrictions in the area, we estimate that at least 6,000 of the paid PCNs were issued between 8.00am-7.00pm. It would therefore take 200 hours just to extract the information requested about the number of PCNs issued in one financial year (2019/20).

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

We have estimated that it would cost £5000 to provide a response to this part of your request. This is because it is estimated that it would take 200 working hours to retrieve and compile the information you have requested in relation to the number of PCNs issued in one financial year; 2019/20.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by us. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to a particular period of time, geographical area or specific departments of the organisation.

Although your request can take the form of a question, rather than a request for specific documents, we do not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.

We do not hold the information requested for these three questions. Turning to ‘registered with TfL’, we assume that this is referring to Blue Badge holders who have registered with TfL for the Congestion Charge Blue Badge discount, however, this information is held in a different system. We should also highlight that it is the Blue Badge, not the vehicle that is registered for this discount. Blue Badge holders can nominate multiple vehicles on their Congestion Charge discount accounts and can change their nominated vehicles as often as necessary.
