Thank you for your request received by Transport for London (TfL) on14 November 2022, asking for information about ULEZ penalty charge notices (PCNs).
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we hold some of the information you require. You asked:
For YEAR 2022 how many people received ULEZ fines, what was the average cost per fine and what was the total amount of income received
All ULEZ penalties issued in 2022 were payable at £160, reduced to £80 for payment within 14 days. Between 1 January and 30 November 2022, a total of 1,803,213 penalties were issued.
The total amount received in payments towards these PCNs as at 30 November 2022 is £56,995,835. This amount will increase as more payments are received.

For YEAR 2022 how many people received ULEZ fines that live INSIDE of 50 miles of London
Unfortunately, we don’t hold this level of information. We don’t record the distance from London where PCN recipients live.
We may possibly be able to split the PCN data by Greater London and out of Greater London. Please let us know if this is something you’d be interested in and we can look into this further.
