Can TfL provide the SCOOT vehicle count data showing approximately how many vehicles travel up Colney Hatch Ln N11 (From A406 Junction to Woodhouse Road / Friern Barnet Road [A1003] Junction). Also, can TfL provide the degree of saturation of the southbound and northbound traffic movements at the junction on top of the A406 and thus estimate the spare capacity of these movements. Thank you for your request received by us on 5 January 2021 asking for information about SCOOT data and traffic on Colney Hatch Ln, London, (N11 north of A406).

 

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked:

Can TfL provide the SCOOT vehicle count data showing approximately how many vehicles travel up Colney Hatch Ln N11 (From A406 Junction to Woodhouse Road / Friern Barnet Road [A1003] Junction) - Map below.

 

Also, can TfL provide the degree of saturation of the southbound and northbound traffic movements at the junction on top of the A406 and thus estimate the spare capacity of these movements.

Can the above data be provided for the past 5 years both in-text format and graphical graph directly from ASPIC

Attached are the text files and graphical outputs from ASTRID which records SCOOT information in real time and aggregates it for future retrieval.  We have identified the two SCOOT detectors for the northbound and southbound directions as N30/057a and N30/057g respectively.  The information provided is the average long term trend for degree of saturation and SCOOT detector flow data for the past 5 years.  It is worth noting that the SCOOT detector flow data is presented in Link Profile Units (LPUs) which roughly translates as 17 LPUs being equal to 1 vehicle.  The data is for the time periods 07:00 – 19:00 therefore covering the AM, Inter Peak and PM peaks.

 

For the northbound direction, represented by link N30/057a, the data does not account for traffic turning right into A406 North Circular Road Eastbound.  Additionally, the results indicate higher spare capacity as the traffic flow is regulated at the junction of Colney Hatch Lane / Bobby Moore Way and Orion Way to make sure that there is no stationary traffic on the bridge above the A406 at the end of green. As a result, we also attach SCOOT historic data for link 30/058a, Colney Hatch Lane Northbound at Bobby Moore Way for comparison.  The southbound link, N30/157g, includes both ahead and left turning traffic. 

 

SCOOT historic data is used to provide an idea of gradual changes in traffic patterns and demand at SCOOT controlled junctions.  It is to be used a guide when making decisions for the operation of the junction.  The flow patterns have changed since the beginning of the pandemic and therefore it is not possible to make conclusions on available capacity at the junction.
