You asked

Under the freedom of information act can you provide the following: 1. Exactly how older and new diesel buses in the inventory of TFL now meet the compliance rules. 2. Full details of the engineering modifications of each type of bus in the inventory 3. How much has it cost for each type of vehicle and where did the money come from. 4. Full details of all other previously non compliant vehicles that exist within TFL that have also been upgraded to now pass the Ulez rules.

Thank you for your request received by Transport for London (TfL) on 1 September 2023 asking for information about the London Buses network and the ULEZ scheme.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.  I can confirm that we hold the information you require. You asked:

1. Exactly how older and new diesel buses in the inventory of TFL now meet the compliance rules.

2. Full details of the engineering modifications of each type of bus in the inventory

3. How much has it cost for each type of vehicle and where did the money come from.

 
All buses in TfL’s London Buses fleet now meet or exceed the cleanest Euro VI emissions standards. Since 2017, TfL has worked to phase out polluting diesel buses and to retrofit older buses with cleaner engines. Now completed, this will see harmful NOx emissions from buses fall by an average of 90%.

The retrofit programme was implemented between 2017 to 2020 to ensure all buses in the London Buses fleet met Euro VI/ULEZ standards. The retrofit process involves fitting a Selective Catalytic Reduction (SCR) system to the exhaust of each bus. 

Retrofit technology cost an estimated £20k per bus. This was funded by TfL. Details of how we are funded are provided at: https://tfl.gov.uk/corporate/about-tfl/how-we-work/how-we-are-funded?intcmp=2685

4. Full details of all other previously non compliant vehicles that exist within TFL that have also been upgraded to now pass the Ulez rules.

There are approximately 1000 vehicles supporting the operation of London Underground, London Overground, London Buses, Trams, the Elizabeth Line, and all of our other services. All of the cars in the TfL fleet are ULEZ compliant.
 
There are, however, two vans which do not comply with ULEZ requirements, both owned by the London Transport Museum. These are used rarely to move items between the Museum Depot at Acton and the Museum at Covent Garden, and for towing exhibition equipment to events. We are aiming to replace these with ULEZ compliant vans when the lease expires in the near future.
