We answered

Our Ref:         FOI-1965-1718

Thank you for your request received on 18 October 2017 asking for information about private hire vehicle (PHV) drivers.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

How many PHV drivers are registered with TFL and how many of those hold UK driving licences?

As part of the criteria to apply for a taxi or private hire drivers licence, an applicant must:
• Hold a full DVLA, Northern Ireland, or other EEA state driving licence that is at least three years old
• Have the right to live and work in the UK
TfL does not differentiate between the different forms of non-UK driving licences. However, we are able to provide a breakdown of UK and EEA licences held by all drivers.

Licence Type Active Licensed Drivers % of Total
UK Standard 138,758 98.4%
EEA Standard 2,266 1.6%
 141,024 100%

Please note the figures above are as of August 2017.

If this is not the information you are looking for please feel free to contact me.

Please see the attached information sheet for details of your right to appeal.

Yours sincerely
