Thank you for your email received by us on 17 October 2017 asking for information about Transport for London’s (TfL) use of services supplied by Panthea. Please accept my apologies for the delay in responding.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.

Panthea has provided advice and guidance to assist the TfL senior leadership team in modernising our organisational structure, processes, operations and customer service as part of delivering a range of improvements to transport services and major financial savings programmes.

The core service has been advice and direct support to the TfL senior leadership team for a number of major organisational change programmes, including in 2010 with ‘Project Horizon’ which removed cost from our support functions and for our current Transformation Programme, which is delivering £4billion of savings over the five years to 2021/22.

Panthea were originally identified through a search of the market in 2010 and an assessment of potential suppliers for highly bespoke and cost effective external experience in the modernisation of public and private sector organisations. Single Source Requests have been completed and authorised for services sourced from Panthea, in accordance with our procedures. Copies of these documents are attached.

Please note that some information has been withheld in accordance with s40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.

Since 2013/14 we have published data on our payments over £250, including those to Panthea –see https://tfl.gov.uk/corporate/publications-and-reports/expenditure-over-250 Over a seven year period to October 2017, Panthea have been paid a total of £1.74m. Further expenditure of £210,000 was authorised on 4 October 2017.
