Thank you again for your revised request received by us on 8 November 2022 asking for emails between TfL and Mr (REDACTED).
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and TfL’s information access policy. You specifically asked:
We would like copies of all email correspondence between (to and from) TfL and Mr Michael Robinson, between 24th April 2022 and 22nd May 2022. 1. It would likely be a StreetIssues Form 2. Looking at the renaming of bus stops on Chiswick High Road
We can neither confirm nor deny we hold the information you require in accordance with our obligations under the Data Protection legislation and as required by section 40(2) of the FOI Act.
The individual in question doesn’t appear to be a public figure acting in their public capacity. Therefore the information you have requested constitutes the individual’s personal data and we are withholding it under Section 40 of the Freedom of Information Act. Disclosure of this personal information could be a breach of the Data Protection legislation, specifically the first principle of the legislation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individual has no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
