Thank you for your request of 16th November 2021 in which you asked the following:

I would like to request any information contained in communications between any of the following:

2. CSM Mile End
The subjects of the communications are:

4. Coverage
5. Moving staff
6. Cover group”.

On 19th November 2021 you clarified the request to say that it relates to the last 18 months.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold the information you require. However, it is not possibe for us to source all of the information that falls within the scope of your request within the costs limit for responding to FOI cases as set out under section 12 of the Freedom of Information Act. Under section 12, TfL is not required to provide information if it would cost more than £450 to determine if the information is held, and to then locate, retrieve or extract that information from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work. We estimate that to source all of the information that falls within the scope of your request would exceed the costs limit. While we can use automated searches of email accounts to try and pinpoint the information you have requested, this woud require the use of various different search terms (as an example, searching the term “moving staff” as defined in your request may not pick up all information relating to “moving staff”, which could be expressed in those emails in various other ways without mentioning the specific words “moving staff”). Any such search would require us to go through all of the material found to definitively determine which communciations do and do not fall within the scope of your request. We do not believe this will be feasible witin the costs limit.

In order to bring your request within the costs limit you may wish to reframe it to narrow its scope, focussing on the information that is of most importance to you. Note also that if you believe any of the material in question relates to yourself then the request would fall under data protection law as a ‘Subject Access Request’ rather than the Freedom of Information Act.
