You asked

I received a flyer through the door today which is purported to be run on behalf of TfL by 2CV regarding Lower Traffic Neighbourhoods (LTNs) within Islington. (Photos attached), within the survey every road/street in the Islington LTNs are included as a drop down. The leaflet states “only complete one survey per household” there are two households in my house and we received only one leaflet. Many of my neighbours also received only one leaflet or none at all. I would like to know the following: Is this survey an official survey conducted by TfL; Why aren’t all households within LTNs receiving a leaflet; Each leaflet has a unique code which can only be used once, please provide evidence of how this is a fair and accurate survey if all households are not able to respond; What action will you take to ensure ALL households in Islington LTNs receive a leaflet and are able to respond;

Thank you for your request received by Transport for London (TfL) on 13 December 2020, asking for information about our streets survey.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:

Is this survey an official survey conducted by TfL;

Why aren’t all households within LTNs receiving a leaflet;

Each leaflet has a unique code which can only be used once, please provide evidence of how this is a fair and accurate survey if all households are not able to respond;

What action will you take to ensure ALL households in Islington LTNs receive a leaflet and are able to respond.

The survey has been commissioned by TfL as part of our Streetspace Programme. We distribute one leaflet per address through 2CV’s door-to-door distribution team. Where there are multiple flats at the same address, an equal number of leaflets are distributed. However, in some instances, it is not always clear when there are multiple flats at a single address. We also do not know if there is more than one household living in a house/flat.

In order to address this, we are going to look into obtaining accurate address data to ensure we are not missing any addresses. In addition, we will look into adding a section to the information website we have set up (https://2cvsurveys.com/streets/), detailing what we mean by “household”, for example there is to be one survey response per household address, and where there is more than one household present within the same address, one member of the household needs to be designated to complete the survey.

I understand you have also contacted our research agency 2CV and they have offered to send you another leaflet so the other household in your house can participate in the survey.
