Good afternoon. Could you please supply me with the following information pertaining to the ATMS project awarded to Mermec in circa September 2012. A relevant FOI was noted on your portal, namely FOI-1119-1718. - Contract award price - The LU rolling stocks to be fitted with ATMS as awarded in the contract. - The LU rolling stocks that were / are actually fitted with ATMS equipment. (Number of trains per rolling stock). - The name of the supplier or suppliers who also bid on this contract. - If the contract award price is different to the project costs noted in FOI-1119-1718, what are the reasons for this cost disparity? - Updated annual operating costs for the ATMS system.

Thank you for your request received by Transport for London (TfL) on 31 October 022 asking for information about the ATMS project awarded to Mermec in circa September 2012.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked: Could you please supply me with the following information pertaining to the ATMS project awarded to Mermec in circa September 2012. A relevant FOI was noted on your portal, namely FOI-1119-1718.
- Contract award price.
- The LU rolling stocks to be fitted with ATMS as awarded in the contract.
- The LU rolling stocks that were / are actually fitted with ATMS equipment. (Number of trains per rolling stock).
- The name of the supplier or suppliers who also bid on this contract.
- If the contract award price is different to the project costs noted in FOI-1119-1718, what are the reasons for this cost disparity?
- Updated annual operating costs for the ATMS system.




For the contract that was awarded and started on 7th January 2011 (For The Automated Track Monitoring System - ATMS/LUL 0910) we have the following information;
 
  • Contract was awarded at £3,047,902.
  • Final account was £2,820,037.
  • There were 9 ATMS systems installed in total. They are split;
    • 2 for the 1972 Tube Stock (Bakerloo Line)
    • 2 for the S8-Stock (Metropolitan Line)
    • 2 for the 2009 Tube Stock (Victoria Line)
    • 3 for the S7-Stock (2 District Line, and 1 Hammersmith & City)
  • 3 more were intended for installation on the 1992 Tube Stock (2 for Central Line, 1 W&C Line) but was removed from the scope of the contract for technical reasons.
  • Bidders were: Balfour Beatty, Mermec, DeltaRail, Ensco Geismer and Plasser.
  • The disparity is a result of contract negotiations under the Public Utilities Regulations and a settlement agreement with the supplier.
  • The Annual operating cost is £222,000 and includes £194,812 of core maintenance service and £27,188 for additional services such as spare repairs, parts and tooling calibration.
