Follow-up to FOI-1589-2223: Dear David, Many thanks for your email below, and for answering all of the queries in my FOI request ref 1589-2223. Please could I ask a couple of quick follow-up questions to clarify some of the data that you’ve provided? (1) The data from the S64 camera records a much lower count of cycles on both the 22098 and 22145 countlines from 08/07/22 onward. Was this a result of the lamp-post on which the camera was mounted being repositioned (ie did that work occur on or before 08/07/22?), or did the layout changes to the cycleway result in a majority of cycles “missing” the S64 countlines? (2) Are there any plans to reinstate the S64 camera or is it now offline for good? (3) Countline 43032 is set up to monitor traffic on the road (King St westbound) - however it does also record a small number of cycles using the carriageway instead of the C9 infrastructure. You mention below that this countline is used by TfL to monitor cycle numbers - therefore would a sample count at this point location aggregate the cycle count from 43031 (cycle lane) together with 43032 (road)? (4) Would it be possible for you to supply all of the historic data (prior to March 2022) for the old 22509 countline? I don’t believe this has been supplied in previous FOI requests, and it would be useful to see the data from 2021 in order to benchmark against 2022. Many thanks again for all of the information that you have provided - in particular the detail on TfL’s methodology for assessing the success of the C9 scheme is extraordinarily useful!

Thank you for your further request received by Transport for London (TfL) on 27th October 2022 asking for information about digital camera data from Chiswick High Road.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

You asked a number of questions further to case ref FOI-1589-2223. These are answered below as follows:

Question 1) The data from the S64 camera records a much lower count of cycles on both the 22098 and 22145 countlines from 08/07/22 onward. Was this a result of the lamp-post on which the camera was mounted being repositioned (ie did that work occur on or before 08/07/22?), or did the layout changes to the cycleway result in a majority of cycles “missing” the S64 countlines?

Answer: The power to the lamp post was only cut on 13/09/22 and it has since been repositioned. However, the roadworks in the vicinity have been going on much longer. It appears that from early July the majority of the roadworks had finished and the segregated cycle way was opened. However, it is unlikely that the countline stretched that far and therefore was not picking up all of the cyclists.

Question 2) Are there any plans to reinstate the S64 camera or is it now offline for good?

Answer: Yes, S64 will be reinstated. We are waiting to hear back from the Borough regarding the date that this will happen. As the lamp column is being repositioned the countlines will have to be redrawn and will incorporate the new segregated cycle lane. These will be revalidated once confirmed.

Question 3) Countline 43032 is set up to monitor traffic on the road (King St westbound) - however it does also record a small number of cycles using the carriageway instead of the C9 infrastructure. You mention below that this countline is used by TfL to monitor cycle numbers - therefore would a sample count at this point location aggregate the cycle count from 43031 (cycle lane) together with 43032 (road)?

Answer: We do not currently have a CS9 metric and figures are only considered at an individual location, not aggregated across various locations. At this site we would count the cyclists crossing 43031 and 43032 to measure cycle numbers at this location.



Question 4) Would it be possible for you to supply all of the historic data (prior to March 2022) for the old 22509 countline? I don’t believe this has been supplied in previous FOI requests, and it would be useful to see the data from 2021 in order to benchmark against 2022.

Answer: Please see attached data from countline 22509 from 07/04/21 (when it was installed) to 30/06/22 (the day before new countlines were added).
