You asked

1. Please can I have any notes or minutes from a meeting chaired by Will Norman between Lambeth and Southwark concerning the Herne Hill junction and/or the Dulwich LTNs. I am not sure of the exact date, but believe it was sometime in September 2022 and I think those that attended were Cllr Rose from Southwark and Cllr Chowdhury from Lambeth. 2. Please can I also have any emails between Tfl, Southwark and Lambeth with regards to the Dulwich LTNs or the Herne Hill junction that were sent in October 2022. 3. An email was sent (dated 22 July) from Will Normal to Cllr Catherine Rose. In this email Mr Norman states that a the TfL team "were subject to a lot of abuse and were left upset and in tears" after a meeting with Southwark. Please can I have any emails between Will Norman and TfL staff that detail what happened in this meeting. Please can I also have any emails between TfL and Southwark about this meeting.

Thank you for your request received by on 31 October 2022 asking for information about meetings regarding the Herne Hill junction and/or the Dulwich Low Traffic Neighbourhoods (LTNs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked for:

1.         Please can I have any notes or minutes from a meeting chaired by Will Norman between Lambeth and Southwark concerning the Herne Hill junction and/or the Dulwich LTNs. I am not sure of the exact date, but believe it was sometime in September 2022 and I think those that attended were Cllr Rose from Southwark and Cllr Chowdhury from Lambeth.

We do not hold any notes or minutes from this meeting.

2.         Please can I also have any emails between Tfl, Southwark and Lambeth with regards to the Dulwich LTNs or the Herne Hill junction that were sent in October 2022.

3.         An email was sent (dated 22 July) from Will Normal to Cllr Catherine Rose. Please see the attached emails. In accordance with our obligations under Data Protection legislation some personal data has been removed. In addition we have also withheld emails that were sent following the meeting as they related to members of staff rather than the substantive issues being discussed at the meeting. This has been done as required by section 40(2) of the FOI Act as disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the UK General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
