A40 new 40 mph average speed limit camera

This request is in regards to average speed camera on A40 between Perivale Lane UB6 to A40 A312 Church Road UB5. I would like to request following details please: 1) The dates when the speed limit was change from 50mph to 30mph to 40mph. 2) If a sign was displayed to warn the drivers that the new speed limit is now force each time it was changed? And if this was displayed please explain date and time/ duration and if this was not displayed than please explain why this was displayed? 3) If the average speed camera is now checking average speed of 40mph or the previous 50mph? 4) If the new speed limit of 40mph is also temporary? As in a previous FOI request from another individual you stated the reason the 30 mph limit was put in place "To ensure that safety of all road users is maintained we implemented a 30mph speed limit while we investigate the least disruptive way and time to replace the central barriers.” 5) If the work is now completed and if any warning sign was displayed during the work and if this was not displayed please explained why this was not displayed? 6) If above important information was displayed on TFL website like: speed limit changes and issue with the central barriers?

Thank you for your email received by Transport for London (TfL) on 9 October 2018.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we do hold the information you require. You asked:

  1. The dates when the speed limit was change from 50mph to 30mph to 40mph.

     

     

    The speed limit was changed to 30mph on 15 December 2017 and to 40mph on 9 September 2018.

     

     

  2. If a sign was displayed to warn the drivers that the new speed limit is now force each time it was changed? And if this was displayed please explain date and time/ duration and if this was not displayed than please explain why this was displayed?

     

     

    Speed signs are deployed for all changes to speed limits on the Transport for London Road Network (TLRN). The Variable Message signs to highlight the change in speed from 30mph to 40mph were put out from 27 August 2018. These were not put out under the emergency speed reduction of 50mph to 30 mph as it was an emergency speed reduction. 

     

     

  3. If the average speed camera is now checking average speed of 40mph or the previous 50mph?

The average speed cameras are now set to 40mph.

4) If the new speed limit of 40mph is also temporary? As in a previous FOI request from another individual you stated the reason the 30 mph limit was put in place "To ensure that safety of all road users is maintained we implemented a 30mph speed limit while we investigate the least disruptive way and time to replace the central barriers.”

The 40mph change has been applied using a  permanent traffic order but may change at some point in the future should the situation change. Currently the VRS (central barriers) are unsuitable for the 50mph limit to be reintroduced.  

5) If above important information was displayed on TFL website like: speed limit changes and issue with the  central barriers?

This work is not yet complete and design options are being examined. Currently there is no requirement to have VRS (central barriers) on a 40mph road which is why the limit was able to be changed to 40mph.
