Please provide me with the agendas and minutes (or notes of a meeting) for any meetings held with the Royal Borough of Kingston (RBK) Council Members and RBK Council Officers about the Mini Holland / GoCycle scheme between September 1st 2017 and August 31st 2019.

Thank you for your request received by Transport for London (TfL) on 12 September 2019 asking for information about meeting agendas and minutes for meetings between TfL and the Royal Borough of Kingston (RBK) in the last two years. I apologise for the delay in replying.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

Please see attached the agendas and minutes from the fortnightly meetings between TfL and RBK for the period you have requested. TfL also meet with RB Kingston, LB Waltham Forest and LB Enfield  every two months to discuss the programme and I’ve attached the agenda and minutes from these meetings as well.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
