Thank you for your request received on 11 September 2019 asking for information about the Accenture Triathlon.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm we do hold the information you requested. You asked for:

1. Any impact assessment carried out for the Accenture Mixed Relay Triathlon at Canary Wharf on 10th September 2019 on the impact to TfL services.

We do not hold a specific impact assessment, however Canary Wharf station was fully accessible to enter and exit for all customers (including mobility impaired customers).  Local communications at the station did advise customers in advance that journeys may take a little longer than normal due to the activities outside the station.  On the day in question there was a gas leak that resulted in the Docklands Light Railway (DLR) not operating through nearby Canary Wharf and Herons Quays stations.  This meant there was a significant increase in customers attempting to use the station.  As a result, normal station control measures were implemented which was largely to reduce the flow into the station to prevent over crowding taking place downstairs inside the station – this would have been the same measure had the event been taking place or not. Roads that were closed were owned by Canary Wharf Management and not TfL.

2. Details of any alternative arrangements put in place for passengers with accessibility needs as a result of the part closure of Canary Wharf tube station

All lifts and escalators were operational for customers with accessibility needs but due to the increase in the volume of customers using the station it may have taken longer to access these assets within the station. As mentioned in answer to question 1 this was due to the DLR not operating and not due to the event.  Crossing points were provided for customers with accessibility needs.

3. Details of any compensation or financial settlement paid to TfL by the organisers of the Accenture Mixed Relay Triathlon

The land in front of Canary Wharf Jubilee line station is known as the plaza and is owned by TfL. Accenture Mixed Relay Triathlon hired the space for their event.

In accordance with the FOI Act we are not obliged to supply the hire cost as it is subject to a statutory exemption to the right of access to information under 43(2). In this instance the exemption has been applied as disclosure of the information you have requested is commercially sensitive. Disclosing specific details of the amount paid by Accenture Triathlon would effectively prejudice our commercial interests as it would be likely to prejudice our ability to negotiate the best value for money with other parties in the future.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. TfL recognises the need for openness and transparency by public authorities, particularly where the use of public assets, but in this instance the public interest in ensuring that TfL is able to obtain the best value from public assets, outweighs the general public interest in increasing transparency of TfL’s processes.
