Thank you for your email received on 13 September 2019 asking for information regarding the private hire vehicle fleet.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked for:

A breakdown based on the current data to show the proportion of licensed London private hire vehicles that are:

1) ULEZ con-compliant i.e. Have to pay the daily ULEZ charge

2) Are fully electric

3) Are PHEV

London’s taxi and private hire trades must both play their part in cleaning up London’s toxic air.

Private hire vehicles must comply with the Ultra Low Emission Zone in central London 24 hours, 7 days a week and pay the Congestion Charge (unless they are eligible for a discount or exemption). Zero-emission licensing requirements for new private hire vehicles also being introduced gradually from next year. Full details of the emission standards for private hire vehicles can be found on our website at the following location: www.tfl.gov.uk/green-phvs.

In all, Transport for London is acting to ensure both taxi and private hire fleets work to the same goal of being zero emission capable by 2033.

In response to your questions:

1) As of 29 September 2019, 20.6 per cent of the private hire fleet were classified as non-compliant with the Ultra Low Emission Zone

2) As of 29 September 2019, 0.75 per cent of the private hire fleet were classified as having a fuel type that is fully electric.

3) As of 29 September 2019, 50.1 per cent of the private hire fleet were classified as having a fuel type that is hybrid electric.
