Thank you for your request received on 10 September 2019 asking for information about Ultra Low Emission Zone (ULEZ).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm we do hold the information you requested. You asked:

As the ULEZ scheme was new, between 8 April and 10 May we issued warning notices rather than Penalty Charge Notices (PCNs). The below table details how many PCNs were issued to drivers for non-purchase of the ULEZ daily charge; the data is broken down by calendar month from 11 May up to and including 31 August 2019.
We issue PCNs when we have reason to believe a contravention occurred. Should a driver believe the PCN was issued incorrectly, they can challenge the PCN; all PCNs are subject to a statutory representations and appeals process and each challenge is considered on a case-by-case basis, including any mitigating circumstances. We have the discretion to cancel a PCN or refund all or part of a PCN payment for any reason. If a representation is rejected, the driver is within their rights to appeal to an independent adjudicator. Should a driver pay a PCN and later have their representation accepted or appeal allowed, the PCN will be cancelled and any payment will be refunded. Representation and appeal figures and outcomes are also detailed in the below table.
