Thank you for your request received by Transport for London (TfL) on 2 December 2020 asking for information about the Crystal Palace & Upper Norwood Low Traffic Neighbourhood scheme.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Sam Monck has convened meetings with officers from London Borough of Croydon and London Borough of Bromley. Copies of the minutes are attached.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

Sam has not had any other recorded communication with any of the individuals or groups you have requested.

I can advise that there has not been any communications between Sam Monck and Stephen Mann regarding this LTN, either in Stephen’s TfL position or in his role as a Councillor. I can further advise that TfL holds no information showing correspondence between Stephen Mann and any of the other individuals or groups listed in your request.

All TfL Members and staff are required to comply with its Code of Conduct, which describes TfL’s ethical values and vision, sets out the behaviour that is expected of all employees and identifies policies that are relevant to the conduct of business. Under the Code, all employees have a duty to declare any private interests relating to their public duties and to take steps to resolve any conflicts arising in a way that protects the public interest. Managers are made aware of any interests of their staff and ensure that work is allocated to prevent any potential conflict from arising.

In this case, there is no overlap between the work of Commercial Development, where Stephen Mann works, and the teams that are engaged with London boroughs on Low Traffic Neighbourhoods. Had Commercial Development been asked to engage in this area of work, both Stephen and his management would have been aware of the potential conflict and would have ensured that he did not take part in the work, nor have access to any information not already in the public domain.
