Thank you for your email which we received on 26 October 2021 asking for information about the Congestion Charge payments.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. 

Unfortunately we do not hold the information you have requested. When a driver pays the charge but does not enter the zone we have no way of knowing this is the case. If a charge is paid and the vehicle enters the zone, the vehicle registration is matched and the file deleted as no penalty charge notice (PCN) has to be issued.
