FOI Request – Ultra Low Emission Zone (ULEZ)

Thank you for your request received on 13 August 2019 asking for information about the ULEZ.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:

How many fines have been issued since this was introduced?

As the ULEZ scheme was new, between 8 April and 10 May we issued warning notices rather than penalty chare notices (PCNs). The table below details the number of PCNs issued for non-purchase of the daily ULEZ charge and non-purchase of the daily Congestion Charge between 8 April and 2 August 2019.

Our process is that we issue PCNs when we have reason to believe a contravention occurred however, should a driver believe the PCN was issued incorrectly they can challenge the PCN. The first step to challenging a PCN is to make a representation to us. Each challenge is considered on a case-by-case basis, including any mitigating circumstances and this will be either accepted or rejected. If rejected, the next stage is to lodge an Appeal to the Independent Adjudicator.
