Thank you for your requests which we received on 22 August 2024. You asked for information about traffic contraventions on Brighton Road CR8.
Your requests have been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we hold some of the information you require.
Brighton Road CR8 is part of the Transport for London Road Network (TLRN), which make up 5% of London’s roads and play a vital role in keeping London moving. This network carries a third of the city’s traffic and is essential for the movement of traffic and public transport. The restrictions in place at this location are double red lines which means no stopping at any time. Vehicles are not allowed to stop at any time on double red lines. They operate every day, 24 hours a day, 365 days a year and do not require a time plate (sign).

You also asked how many people complained that there was no signage or a lack of clear signage on Brighton Road CR8.
Unfortunately, to provide this information would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.
We do not hold information on complaints made for this reason as they are not recorded at this level of specificity. In order to report on this, we would have to manually review all the cases received during the requested time period, and extract and collate those that met the requirements of your request. This would be a time-consuming process that would considerably exceed the cost limit. To further provide the requested PCN data would of course increase the processing time required to answer your requests.
However, as stated above vehicles are not allowed to stop at any time on double red lines and do not require a sign.
To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. For example you may consider limiting your request to a much shorter period of time or ask specific questions which are less likely to lead to such a significant volume of information requiring review. Please note that we will not be taking further action until we receive your revised request.
