You asked

Can you please supply me with either a list of requests, or any documents forming a request for commencement orders concerning enforcing ASLs and mandatory bike lanes requested to the government, along with the date of the request and the section of the Department of Transport responsible for issuing them. Additionally, if any of the requests have been withdrawn, please supply me with either a list of dates when they were withdrawn, or the document or email sent showing that the request was withdrawn. As these requests for commencement orders are a very formal part of TfLs work, they should be very easy to locate. If no formal requests were made by TfL for commencement orders, can you please send me any internal correspondence from the Cycling Commissioner Andrew Gilligan relating to TfL potentially seeking commencement orders relating to ASLs and cycle lane enforcement during 2013. If locating this information is too time consuming, please limit the search to the start of 2013, from January onwards, for a time period that will for within your cost and time constraints.

Thank you for your email received on 1 October 2017 asking for information about Advance Stop Lines (ASLs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.

Unfortunately, there is a piece of correspondence which we are unable to locate but is from Isabel Dedring to Stephen Hammond dated 11 February 2014; this is referred to in the attached response from Stephen Hammond in March 2014.

Please note that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA) some personal data has been withheld, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.
