PCNs issued to foreign vehicles

You asked

Going as far back as possible, please provide for each year: 1. The number of Penalty Charge Notices TfL has served to non-UK registered vehicles. 2. The number of PCNs that could have not been served as the country where the vehicle was registered did not provide owner/keeper details. 3. The number of unpaid PCNs issued to foreign registered vehicles. 4. The amount of clamping/towing operations that have taken place on foreign registered cars in order to recuperate the outstanding penalty.

 Thank you for your request received by Transport for London (TfL) on 25 September 2018 asking for information about penalty charge notices (PCNs) issued to non-UK registered vehicles. 

 Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.  

 Foreign registered vehicles are subject to the Congestion Charge and the restrictions on the Transport for London Road Network in the same way as those registered in the UK. In cases when a penalty is incurred European Parking Collection PLC (EPC) has been authorised to act on our behalf in administering the issuing of Penalty Charges to the keepers of vehicles registered outside the UK. By employing EPC we have significantly increased the amount of debts recovered from countries outside of the UK. 

 However, there is still difficulty in identifying the drivers of non-UK vehicles, principally because no legal framework exists to allow civil debts incurred in a foreign country to be transferred to the court system of the resident country. We are continuing to work with our service provider to increase the availability of foreign registered keeper information and to constantly improve the level of service and collection rates.
