Please can you provide me with:- 1) A copy of the supplementary paper on the Telecommunications Commercialisation Project provided on part 2 of the agenda to TfL's Finance Committee meeting on 4 July 2018 2) A copy of all briefing documents for prospective bidders, including but not limited to, teaser documents, bidders' day briefings, preliminary information memoranda, and prequalification documents, concerning the Telecommunications Commercialisation Project 3) The names of the prospective bidders shortlisted and invited to tender for the project, if shortlisting has already taken place 4) The names of the organisations that attended the launch event for the project on 22 February 2018.

Thank you for your request received by Transport for London (TfL) on 24 September 2018 asking for information about the Telecommunications Commercialisation Project.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we do hold the information you require. You asked for:

1) A copy of the supplementary paper on the Telecommunications Commercialisation Project provided on part 2 of the agenda to TfL's Finance Committee meeting on 4 July 2018

2) A copy of all briefing documents for prospective bidders, including but not limited to, teaser documents, bidders' day briefings, preliminary information memoranda, and prequalification documents, concerning the Telecommunications Commercialisation Project

3) The names of the prospective bidders shortlisted and invited to tender for the project, if shortlisting has already taken place

4) The names of the organisations that attended the launch event for the project on 22 February 2018.

Please see attached briefing documents, pre-qualification documents and a list of the names of the organisations which attended the launch event. Please note that the process of shortlisting prospective bidders was ongoing at the time of your request.

In accordance with the FOI Act, we are not obliged to supply some of the information as it is subject to a statutory exemption to the right of access to information under section 43(2). In this instance the section 43(2) exemption has been applied to the supplementary paper on the Telecommunications Commercialisation Project which contains commercially sensitive information surrounding the differing commercial models to be used as part of this project. It also includes information on potential partners that could be used for this project. The commercial models refer to how TfL will gain potential revenue from this project and the potential utilisation, of various degrees, of our assets in this process. The publication of these potential commercial models will inhibit TfL’s ability to gain the maximum revenue from this contract and in doing so will limit TfL’s ability to gain value for money.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money to protect the services we provide to the travelling public outweighs the general public interest in increasing transparency of our processes.
