Follow-on from FOI-1320-2425: I am restricting my request to: a) the names of historians, organisations and experts who were consulted on the subject of the women’s suffrage movement when considering the use of the name ‘Suffragrette line’. b) the minutes and notes of meetings where the names of the new lines were discussed.

Thank you for your request received on 23 August 2024 asking for further information about the London Overground renaming.
 
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
  1. the names of historians, organisations and experts who were consulted on the subject of the women’s suffrage movement when considering the use of the name ‘Suffragrette line’.
In accordance with the FOI Act, we are not obliged to supply the requested information on the names or historians, organisations and experts consulted as this is subject to a statutory exemption to the right of access to information under section 22 of the Act. In this instance the exemption has been applied as the information you have requested is intended for future publication in the autumn.
 
This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.

b)   the minutes and notes of meetings where the names of the new lines were discussed.
Please find attached all the delivery group meeting minutes we hold. These cover meetings that were held between 18 May 2023 – 11 January 2024 inclusive. Please note no meetings were held on 7 September 2023 or 19 October 2023.
Please note that in accordance with TfL’s obligations under Data Protection legislation some information has been withheld as required by section 40(2) of the FOI Act due to it being personal data. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’. As s40(2) of the Freedom of Information Act is an absolute exemption it does not require further consideration of the public interest test.
