We answered
Our ref: FOI-1681-2122/GH
Thank you for your request received by Transport for London (TfL) on 31 October 2021 asking for information about ULEZ PCN(s).
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
Please see below PCNs issued for vehicles entering the ULEZ without making the daily charge payment on the dates requested.
It is important to note that this is for all vehicles and not just those which may have been diverted into the zone due to the closure of the bridge.
If the diversion route is followed drivers shouldn’t be issued with a PCN, however if they receive a PCN they believe to have been unfairly issued they can make a representation to our Road User Charging team who will investigate, taking each situation into account before providing a response.
